Mechanism
A full day, faculty from both institutions in one room, talking about curriculum and what they expect of students. Much of the value is trust: university faculty who have argued over syllabi with community college faculty stop assuming the courses are weaker.

Owner, by role
Vice Provost for Academic Affairs / Director of Transfer Initiatives
Who can act
Both institutions jointly
Effort
Medium, 6 months to first visible effect
Outcome metric
Cross-sector faculty attendance; discipline pathway maps approved
Failure modes
Summits can devolve into passive administrative presentations without structured, discipline-specific faculty breakout sessions.
Contra-indications
None stated
