No practice anchored(National Resource Center, via NISTS). HTML.
What transfer support structures institutions actually operate. Components 1, 4. **Time-sensitive: nists.org carries a legacy-archive banner and is slated for deactivation. Tier 4. The evidence base
The Community College Route to the Bachelor's Degreecore
No practice anchored(Monaghan and Attewell, EEPA 37(1), 2015). PDF, open.
Propensity-matched: students whose receiving institution accepted 90 to 100% of credits were 2.5 times more likely to complete a bachelor's than those with under half accepted. The foundational credit-loss result.
Improving the Community College Transfer Pathway: The Effect of California's Associate Degree for Transfercore
No practice anchored(Baker, Friedmann and Kurlaender, EdWorkingPaper ai21-359, 2021; JPAM 2023). PDF, open.
Staggered-rollout difference-in-differences: roughly 0.2 semesters faster and about 4 percentage points higher bachelor's receipt. One of very few genuinely causal transfer-policy estimates.
Credits, Time, and Attainment: Articulation Policies and Success After Transfercore
No practice anchored(Roksa and Keith, EEPA 30(3), 2008). Journal landing page, **paywalled, no open version located**.
Statewide articulation policies show minimal effect on attainment, time to degree or credits required. **Cannot be loaded. Include the finding as a note in the notebook rather than the source**, because it is the single most important negative result in the field and its absence would let the mine over-credit articulation agreements.
(LaSota dissertation, University of Washington, 2013). PDF, open.
The accessible long-form version of the LaSota and Zumeta analysis, whose journal version is paywalled. Most state articulation components show no significant association with transfer probability once state wealth is controlled. Common course numbering is the exception, positively associated with first-generation transfer.
LTI-OPS-006, LTI-OPS-029, LTI-OPS-030, LTI-PM-013, LTI-CUL-001, LTI-CUL-002, LTI-CUL-016, LTI-CUL-019, LTI-CUL-020, LTI-CUL-021, LTI-CUL-022, LTI-CUL-023, LTI-CUL-025, LTI-CUL-029, LTI-ENA-013, LTI-ENA-014, LTI-ENA-023, LTI-ENA-036, LTI-ENA-038, LTI-ENA-039
Early Effects of North Carolina's Comprehensive Articulation Agreement
No practice anchored(Worsham, DeSantis, Whatley, Johnson and Jaeger, RHE 62(7), 2021). ERIC record, HTML; Springer version paywalled.
Difference-in-differences: the revised agreement cut credits at graduation by two to five, with effects emerging one to two years after adoption. The clearest evidence that articulation reform works when it is specific and takes time.
(Xu, Jaggars, Fletcher and Fink, JHE 89(4), 2018). PDF, open.
Transfers match native peers on completion but carry roughly 20 excess credits and lower quarterly earnings. Useful for the receiving institution's own case.
Getting to the Core of Credit Transfer
No practice anchored(Schudde, Bicak and Shea, Educational Policy 37(4), 2023). HTML, open access.
Each pre-transfer core credit raises bachelor's probability up to about the 42-credit mandated core, then turns negative. Evidence that "complete the core first" advice has a ceiling.
Attrition and Performance of Community College Transfers
No practice anchored(Aulck and West, PLOS ONE, 2017). HTML, open access.
No strong evidence of transfer shock across roughly 70,000 records. Notably, four-year-to-four-year transfers show higher grades and substantially higher attrition, which matters given the all-transfer scope.
Community Colleges and Upward Mobility
No practice anchored(Mountjoy, NBER WP 29254, 2021; AER 2022). PDF, open.
Instrumental-variables separation of diversion from democratization. Establishes why transfer quality determines the net social return of the two-year sector, which is the strategic argument rather than the operational one.
Improving Community College to University Transfer
No practice anchored(Soliz and Mesa, Vanderbilt working paper). PDF, open.
Evidence review across articulation, structured pathways, guided pathways and dual admission. Concludes information access is the binding constraint on all of them.
Dual Enrollment Programs intervention report

A named three-institution study, Bronx CC and Hostos CC into Lehman College. Credit loss is concentrated in specific majors, and 40% of credits that lose applicability later regain it. This complicates the standard credit-loss story in a way the mine should capture.
Transfer Opportunity Project credit-loss brief
No practice anchored(CUNY Office of Policy Research, August 2022). PDF, open.
Roughly 79% of coded credit losses occur in the transfer credit evaluation itself.
What Dual Credits Are Lost When Transferring, and Why?

The outcome evaluation, 29,921 transfers. Total credits transferred: no significant effect. Credits applied to non-elective requirements: +0.47 courses, p<0.01. The tool moves applicability rather than volume, which is a finding worth carrying into any technology recommendation.
Substantive Change Prospectus: Georgia State and Georgia Perimeter
No practice anchored(GSU to SACSCOC, September 2015). PDF, open.
The single best mechanical document on a full consolidation: accreditation gatekeeper handling, campuses as instructional sites, open-access admission preserved alongside selective upper-division admission, records consolidation, differentiated promotion and tenure standards by mission. This is the Georgia State anchor case in document form.

No practice anchored(Jones, Ithaka S+R, August 2021). PDF, open.

The underperformance account: `https://thedailytexan.com/2016/11/03/pace-continues-helping-some-students-but-limits-others/`
Merger Divergencecore
No practice anchored(Inside Higher Ed, October 2023). HTML.
Pennsylvania's six-campus-into-two consolidation. PennWest first-time enrollment down more than 20% and total down 11.5%. System leadership concedes that consolidation does not produce a true merger when institutions will not relinquish historic identities. The strongest counterweight to the Georgia case.
The Fight Against Pathways at CUNY
No practice anchored(Vitale, *Academe*, September 2014). HTML.
The faculty-governance objection to system-mandated general education reform, including a University Faculty Senate study finding transfer bottlenecks sat within majors rather than in general education. Essential contrast to Tier 1's optimism.
