Mechanism

Named workplace experience and industry credentials are mapped once to program competencies, then awarded automatically. The gains come from deleting the per-student portfolio review, not from the mapping itself.

Preconditions

Faculty agreement on the competency map, and somewhere in the student record to post the award.

Owner, by role

Prior Learning Assessment lead with academic departments

Who can act

One institution alone

Effort

Medium, 9 months to first visible effect

Outcome metric

Prior learning credits awarded per year; share of eligible adults receiving any

Failure modes

Take-up is the binding constraint, not assessment design: fewer than 5 percent of students at tracked institutions used prior learning assessment despite roughly $2 billion of federal investment, and Colorado reached 3 percent. Students and advisors did not know it existed. Separately, 54 percent of institutions will not accept prior learning credit transferred in from another school.

Contra-indications

Departments resist where the award removes tuition and state enrolment funding; the source recommends partial funding credit for awards
